[Developers] How to cite ADMB?

I guess in the long run, people should cite the (not yet published) 
journal paper where the main features of ADMB are described. Until then, 
people are usually citing the most recent manual.

In my opinion, it would be easiest for the citing author if the 
aforementioned paper would describe both ADMB and ADMB-RE, and serve as 
the main citation for both.

On the other hand, there is so much to describe that other papers should 
definitely follow, providing more details and applications. Users will 
cite those as needed.

The first step is to organize the sectioning of the main paper. I think it 
would be practical to borrow the same sectioning when we reorganize the 
manuals, but it might be best to postpone that until the paper is 
completed.

The Journal of Statistical Software would be an easy choice, but a 
higher-profile journal is another option. JSS is a relatively laid back 
journal, where people commonly demonstrate their R packages. This could, 
however, be the best way to reach the target group - the people who would 
actually start using and citing ADMB.
