The FINAL_SECTION does work for tpl2rem, but needs to be put at the
very end of the .tpl file.  In the test file, FINAL_SECTION appeared before
the REPORT_SECTION.  The result was the incorrectly created .cpp and .htp  
files.
The lex file could be made to check for and output a error message,
but it's probably easier to add it to a .tpl coding standard.  No action
will be taken at least for now...
