Yes, it seems that doxygen also does the higher level 
documentation (I looked at the KDE example), which
means that we can stick to a single system for documentation, 
which is good.

What then remains is a discussion about contents and structure ...

Hi Hans,
Good suggestion. I don't know what alternative documentation tools might
be available (other than TeX). Doxygen is pretty extensible and can be
used to build entire websites. There are examples on
http://www.doxygen.org/index.html. The "Main Page " on the ADMB api dox
is a file specifically created to contain the text you see as well as
the description sections of the modules on the "Modules" tab. Also some
of the capabilities of Doxygen have not been activated such as graphical
representation of class hierarchies.

In short, if we know what we wanted to include in the "big picture" we
could probably do it pretty easily. So, the challenge is to know exactly
what to include. Any ideas anyone?
