[Developers] Next release - ADMB 'go to eleven'

Hi all,

The last release of ADMB 10.1 happened on April 2011.  It is time
for another release.  This will be release will tagged as ADMB-11.

and
vote for any tasks that should
be completed with the release.  A date will be set after getting
feedback for the 'Core Team'.
