[Developers] Doxygen and overloaded functions

Sometime ago someone asked about writing Doxygen comments for overloaded 
functions. I just added some dox to the cifstream class in the tools99 
directory using the Doxygen \overload special command. It isn't very 
elegant, but it sort of works. You can see it the next time the server 
updates the api (tomorrow).
