[ADMB Users] ADMB Win32 setup file (second preview release)

I have uploaded a fully functional GCC 3.4.5 for Windows, as put together 
by the MinGW installer. The URL is:

It includes windows.h and can be seen as the current gold standard GCC for 
Windows. Although GCC 4.2.1 is widely used on Windows, it is officially a 
candidate version.

This upload serves two purposes: (1) assists ADMB developers in packaging 
a bundled ADMB/GCC installer, and (2) reduces the number of hoops for ADMB 
users to get a GCC compiler up and working.

This upload provides only the C and C++ compilers. Those who are 
interested in getting the Ada, Fortran, and Java compilers as well, should 
go directly to http://sourceforge.net/projects/mingw/files/ and use the 
MinGW installer. Adding those compilers increases the disk usage from 67 
to 157 MB, and an Objective-C compiler is also available.
