[ADMB Users] init_bounded_dev_vector out of bounds

What happens is that for the bounded dev vector v the quantity  sum(v)
is subtracted from all the components. the function minimizer doesn't
know about this and tries a new step where sum(v) is not 0. Subtracting
that  causes the bounds to be violated.  The problem is that the
requirements of summing to 0 and being bounded  fight with each other.
