[ADMB Users] admb version for Windows(64 bit)

I have noticed junk characters in files originating in windoze and 
converted using dos2unix. The appear in literal strings ("enclosed in 
quotes") intended to be converted into vectors. I'm guessing they are 
caused by the '\0' or NULL character that terminates a string. They are 
passed unchanged by tpl2cpp and break the compile, but are easy to kill 
in the .tpl with a good editor.
