[ADMB Users] PRIORS_SECTION in ADMB 11

A chapter in the ADMB manual would be appropriate. I believe Mark M had 
something to do with the development of the PRIORS_SECTION. If Mark or 
Weihai do the composition, I can inserted it into the LaTeX.
