Anyway too much talk -- not enough action.  I made a version of glmmadmb 
(attached)
which can have different variance parameters or different alpha parameters
based on a simple grouping vector ISD and IA. For the default case these 
are all just 1's.
also one must input num_sd and num_alpha   again default case is both 1's.

I fit the model with the 3 variances.  this is what you should get.

That took about 40 minutes.
