[ADMB Users] ADMB-11.1 utilities\get-mingw.bat is broken

There is a known issue with the script that does not download the C
compiler.
To resolve, replace the file in

utilities\mingw\Makefile

with

http://www.admb-project.org/svn/trunk/utilities/mingw/Makefile,

then rerun

utilities\get-mingw.bat
