[Developers] MCMC not working in ADMB10

Following Dave's example I have tried to update all
the files that used the old better_rand function to
use the method in the new rng. Also I added the
destructor suggested by Dave. I tried a simple MCMC
example and it seems to work, and even without
slowing down at the end.
