[Developers] MCMC not working in ADMB10

Thanks Anders and Dave,

This is amazing that less than 24 hours after I identified an issue, a 
fix is submitted.  I think it took me longer to identify the issue (with 
help from Dave's intuition)  than it took for you to fix the problem.
