[Developers] SVN move

Hi John,

One of the main recurring complaints is the svn access.  The
current setup is secure, but does not and cannot provide
anonymous access.  Mirroring code.google.com and the repository
is a problem because of the time delay.

I propose to move the repositories from the current location
to NCEAS.  This will allow for anonymous read-only access

svn checkout http://svn.admb-project.org/trunk admb-trunk

Write access will still require an account on the svn server.
