[Developers] Developer tab on admb-project.org

[John Sibert]

The developer tab has reappeared on the web site and I'm working on the 
coding standards and Doxygen pages.

What else should appear under this tab? For instance should the 
developer workshop folders be moved from the Community tab to the 
Developer tab?
