[Developers] Doxygen guidlines

Hi John ,

I am not sure how much feedback you got on your email.
Anyway I have looked through, and it all looks good.
But, is the intention that it should be possible to build
the dox under windows?  "Preliminaries" mentions
linux, macOS and Windows, so one could get this impression.
However, all files seems to be geared at linux.

I am not suggesting that somebody should make it work
under Windows at the moment.
