[Developers] Downloading ADMB

Hi all,

Nick from NCEAS has configured the ftp site for ADMB downloads.   This will
replace the downloads at code.google.com/p/admb-project.  The new site
should make
mirroring to servers possible.  We will begin uploads for the next release.
