[ADMB Users] Problem with Mingw32 installation

I have installed the admb, mingw32 3.4.5, and make packages per the
instructions on the website
(http://admb-project.org/documentation/admb-installation-mingw).
However, when I run tpl2cpp (or the example make file) I get a DOS
error: "'cat' is not recognized as an internal or external command,
operable program or batch file"

When I use an old version of tpl2cpp (for MinGW 2.95), I do not get the
error.  Thanks for any help you can provide.
