I wanted to compile a tpl file developed under linux to run under 
windows using ADMB 10.1 MinGw. The downloaded installer (for ADMB 10.1 
MinGw) appears to have the wrong files in it. It works fine under 10.0 
MinGw. Also the installation documentation for windows is missing.
